Mapping the Future of Community Development: Newark’s Tax Revaluation and New Community Corporation

The Spring 2003 Rutgers Community Development Studio partnered with New Community Corporation (NCC) to explore the impacts of  tax revaluation for the organization and its community. The State of New Jersey mandated the revaluation of Newark’s property base and in 2002-3, Certified Valuations, Inc. examined every property in Newark and estimated the market value of each parcel. This effort, the first since 1962, was meant to provide an accurate accounting of property values in the city. NCC requested that the studio:

  • Identify and map NCC properties;
  • Explore the impact of the tax revaluation for NCC and for Newark residents; and
  • Provide information on NCC-identified areas for future development.
